At CIPR-2024, Mikhail Mishustin Stated That Over 80% of All Enterprises Will Use Russian Software by 2030

The CIPR-2024 conference started in Nizhny Novgorod. Mikhail Mishustin, Chairman of the Government of the Russian Federation, reviewed the technological solutions of Russian and international companies, delivered a speech at the main plenary session, and discussed the interim results of the industry’s digital transformation and plans with industry representatives.

The Head of the Government welcomed the participants of the conference, noting that the event, which has traditionally brought together representatives of major companies and government agencies, developers, and experts, has provided a forum for discussing the results achieved and further plans for the digitalization of major industries. He reminded that the President has approved new national development goals, one of which is aimed at the digital transformation of public administration, the economy, and the social sphere. Mikhail Mishustin believes this can be achieved through the widespread use of big data, AI, and the Internet of Things.

“By 2030, 80% of all enterprises should turn to Russian software, primarily in resource and production management systems. The tasks are of a significant scale, and, of course, require a coordinated effort between entrepreneurs and the State. We have the necessary basis to make this happen”, emphasized Mikhail Mishustin.

It is not possible to achieve national development goals without technological and industrial sovereignty. The Chairman of the Government acknowledged the challenges inherent in this task. To this end, 38 industrial centers of competence have been established, which have already yielded initial results, including approximately 50% import substitution in major software products. The implementation of Russian software was spearheaded by companies from the oil and gas industry, chemistry, metallurgy, and energy sectors.

Mikhail Mishustin also requested that the heads of the ICCs provide support to Russian developers through investment. He states, “We need to take the best solutions available on the market and transform them into national champions”.

The Prime Minister noted that Russia develops competitive cutting-edge solutions and that the Government is committed to supporting their entry in international markets. A service of “digital attachés” in foreign countries supports Russian IT companies in export activities, facilitates communication with partners taking into account the specifics of the host territory, and advises on legal rules and peculiarities of state regulation. These specialists are already working in 14 countries, with plans to expand to 35 countries in total. The Head of the Government highlighted the need to develop the institution of “digital attachés” based on the analysis of current results and ambitious goals to promote Russian software abroad.

Additionally, the Prime Minister unveiled the introduction of a new support tool for organizations that will use Russian solutions for “heavy” software, encompassing both existing market offerings and those emerging through the ICCs. Up to half of the costs associated with the implementation of key classes of Russian engineering and industrial software is planned to be compensated.

During the plenary session, Mikhail Mishustin said that all the proposals presented at the conference will be evaluated and the most beneficial ones will be included in the Data Economy and Digital Transformation of the State national project. The Government has already started its formation in accordance with the President’s instruction.

As part of a tour of the exposition, Mikhail Mishustin visited international show-benches of partner countries, including China, Iran, and the Republic of Belarus, and reviewed the latest developments of Russian state corporations and companies. The 9th Digitalization of Industrial Russia annual conference takes place on May 21-24, 2024, at the Nizhny Novgorod Fair Congress and Exhibition Center.
