From June 5 to 8, Nizhny Novgorod hosted the Tech Friendly Weekend Festival, a satellite of the CIPR conference and the main event about artificial intelligence and modern technologies. For four days, the festival focused on the main city site – the Nizhny Novgorod Fair and the Vysota Youth Center. Dozens of events were held here, which brought together over 4,000 participants from all over the country.
Presentations of the first monitoring of the IT industry and the Cosmos national project: results of the third day of CIPR-2025

As part of the business program of the Tenth Anniversary CIPR Conference, discussions were held on issues of technological leadership and import substitution, digitalization and ecosystems, sustainable development and investment, as well as media development and the impact of AI on them. Among the key events are the presentation of Deputy Prime Minister Dmitry Grigorenko with the IT industry monitoring results, the meeting of the head of the Ministry of Digital Development, Communications and Mass Media Maksut Shadaev with representatives of companies, the presentation of the Cosmos national project, the launch of a new EPS Forum of Responsible Business “SO.ZNANIE”.
One of the key events of the third day of the conference was the presentation of the results of the first systemic monitoring of the IT industry. The speaker of the meeting was Dmitry Grigorenko, Deputy Chairman of the Government of the Russian Federation and Chief of Staff of the Government of the Russian Federation. The methodology covers accredited IT companies, including major players with non-core economic activities, and was developed by ANO Digital Economy with the support of the Ministry of Digital Development, Communications and Mass Media. At the 2024 year-end, the contribution of accredited IT companies to the Russian economy amounted to 6%, and for every ruble of government support invested the state earned 2 rubles in taxes, which makes the IT sector a driver of economic transformation, public administration and the social sphere.
“The IT industry is actively developing, which can be seen, among other things, from the solutions presented at the CIPR. At the same time, previously there was no reliable and unified industry assessment model that would show the real picture and dynamics. We have presented an approach based on departmental data on accredited IT companies. It is verified by businesses and relevant institutions. In particular, the contribution of the IT industry to Russia’s GDP was 6%. This is a multiple of the previously presented estimates, because those did not include data on large technology companies with non-core economic activities. Based on comprehensive and regular monitoring of the IT industry, it is also planned to analyze the effectiveness of government support measures,” the Deputy Prime Minister added.
Dmitry Grigorenko, Deputy Chairman of the Government of the Russian Federation and Chief of Staff of the Government of the Russian Federation, also held a meeting with digital attaches, where he stated that the Government was implementing a comprehensive approach to IT exports and improving the efficiency of “digital attaches”, authorized employees of Russian trade missions abroad who promote domestic IT solutions in foreign markets.
“Our key task is to introduce a systemic approach to the export of Russian IT products. “Digital attaches” should understand exactly which solutions we expect them to promote first. To do this, we have identified priority areas for IT exports, for which we already have tangible results. These include artificial intelligence and large language models, search engines, delivery and taxi services, cybersecurity, banking systems, marketplaces, and government information systems such as the public services portal,” he said.
As part of the business program of the conference, a press breakfast “100 Steps to National Champions” was held, organized by the Ministry of Digital Development, Communications and Mass Media and by the Vedomosti newspaper, which was attended by Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadaev. At the session, business representatives proposed obliging hardware manufacturers to pre-install Russian operating systems on laptops sold in Russia. The head of the Ministry of Digital Development, Communications and Mass Media supported this idea and noted that it is “quite easy” to implement it if it helps to increase the share of domestic solutions.
Besides, at CIPR-2025, it was announced the merger of two platforms – the EPS Forum of Responsible Business and the ESG Forum SO.ZNANIE, which will be held in the capital of the Volga Federal District on October 16-17 under a new name – the EPS Forum of Responsible Business SO. ZNANIE. The Governor of the Nizhny Novgorod Region, Gleb Nikitin, noted that the Nizhny Novgorod Region has already adopted an important law on supporting responsible business, and now, together with colleagues from other regions, federal authorities, and business representatives, it will work together to develop solutions for the whole country.
On the same day, a memorandum of cooperation was signed between the Central Federal District and the Government of the Nizhny Novgorod Region. Igor Shchegolev, Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District, and Gleb Nikitin, Governor of the Nizhny Novgorod Region, outlined areas of joint work: the development of responsible business, environmental initiatives, demographic programs, and the holding of the joint EPS Forum of Responsible Business SO.ZNANIE. “It is critically important for entrepreneurs to have open platforms for direct discussion of joint initiatives with the authorities and experts. I would like to note the initiative of Gleb Nikitin: the launch of the regional law on responsible business conduct in the Nizhny Novgorod region sets an important precedent for the comprehensive support of entrepreneurs in the Volga Federal District. Together, the Central Federal District and the Volga Federal District make up half of our country’s population, economy, and investments. I am confident that the joint forum will strengthen partnership to achieve national development goals,” said Igor Shchegolev.
One of the central events of the conference was a panel session with the participation of Roscosmos CEO Dmitry Bakanov, who presented the details of a new national space exploration project. According to him, 4.5 trillion rubles were approved for the project: it provides for the deployment of the Rassvet group of 886 satellites (designed by Bureau 1440), an increase in the accuracy of the GLONASS system to 2.5 m by 2028, as well as the launch of the newest Amur-LNG rocket with a returnable first stage at the turn of 2027-2028.
One of the key developments of the digital economy is its international dimension. Advanced technologies are becoming the main driver of growth for developing countries and global supply chains. During the session “Digital Transformation of Industry. The role of UNIDO and Advanced Technologies in Global Development”, the participants discussed the role of international technological cooperation in the development of industrial potential and how Russia can strengthen its position in the global digital economy. Special attention was paid to strategic initiatives of UNIDO, the introduction of AI in the industry and local solutions of Russian companies that can transform into global industrial projects.
A unique startup tour was held for technology entrepreneurs at CIPR-2025. The Skolkovo Foundation project is aimed at finding and supporting promising solutions; its participants presented their ideas to investors, and were able to receive professional feedback and find partners during mentoring and pitch sessions.
During the day, discussions were also held on issues of technological leadership and import substitution, digitalization and ecosystems, sustainable development and investment, as well as media development and the impact of AI on them. The exhibition of high-tech solutions keeps on, where Russian and international companies continue to demonstrate their new products.
