Dmitry Grigorenko: “The contribution of the IT industry to the Russian economy amounted to 6%”

Dmitry Grigorenko, Deputy Prime Minister and Chief of the Government Staff, presented the monitoring results of the IT industry at the 2024 year-end. The presentation took place during a meeting with the leaders of digital transformation at the conference “Digitalization of Industrial Russia” in Nizhny Novgorod.

“Today, the digital is everywhere – in public administration, economics, and the social sphere. And the basis of these changes is the development of our IT companies. The IT industry is actively developing. This can be seen, among other things, from the decisions presented at the CIPR. Moreover, previously there was no reliable and unified industry assessment model that would show the real picture and dynamics. We have presented an approach based on departmental data based on accredited IT companies. It is verified by businesses and relevant institutions. In particular, the contribution of the IT industry to Russia’s GDP was 6%. This is a multiple of the previously presented estimates, because those did not include data on large technology companies with non-core economic activities. Based on comprehensive and regular monitoring of the IT industry, we will also be able to analyze the effectiveness of government support measures,” said Dmitry Grigorenko.

In the developed methodology, the IT industry refers to a set of companies included in the register of accredited organizations operating in the field of information technology (the register of IT companies). Aggregated data from the Federal Tax Service, as well as data from the Ministry of Digital Development, Communications and Mass Media of Russia, the Bank of Russia, the Federal Customs Service and the Federal State Statistics Service of the Russian Federation are used to monitor the IT industry.

An independent methodology for assessing the IT industry has been developed by ANO Digital Economy with the support from the Ministry of Digital Development, Communications and Mass Media. At the 2024 year-end, the contribution of accredited IT companies to the Russian economy amounted to 6%. The IT industry is actively supported by the state, with 2 rubles in taxes received for every ruble of state support invested.

Monitoring is planned to be carried out on an ongoing basis with the potential for expanding the list of indicators.
