Chairman of the Government of the Russian Federation Mikhail Mishustin spoke at the X Anniversary Conference CIPR-2025

The central event of the second day of the CIPR conference was the plenary session “Digital Independence of Industrial Russia”, which was attended by Chairman of the Government of the Russian Federation Mikhail Mishustin, First Deputy Prime Minister Denis Manturov, Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko, relevant ministers and business representatives.

The business program of the second day of CIPR-2025 opened with one of the central events of the conference – the plenary session “Digital Independence of Industrial Russia”, dedicated to the introduction of modern technologies in industry. Solving this problem is an important condition for achieving the national development goals for technological leadership and digital transformation of the Russian economy approved by the President.

Speaking at the plenary session, Russian Prime Minister Mikhail Mishustin welcomed the Russian and foreign participants of the conference and stated that Russia is ready to share its best practices in the digital sphere with partners. The Head of the Government noted that, despite the withdrawal of a number of foreign companies, Russia was able to use its own technologies and developments and begin to massively implement them in order to accelerate the release of new demanded programs. The CIPR conference played a significant role in this.

The prime minister also spoke about the main achievements of the domestic IT industry over the past 3 years and said that since 2022, sales of domestic IT solutions and services have almost doubled, reaching 4.5 trillion rubles. On behalf of the President, the Government continues providing support measures to the IT industry, including income tax benefits and reduced insurance premium rates, as well as creating conditions for customers to benefit from switching to domestic solutions.

Russian companies are increasingly switching to domestic software in all segments, from operating systems and user applications to complex enterprise platforms.

Industrial competence centers have become an example of effective cooperation. Three years ago, during discussions at the CIPR conference, it was decided to create ICCs that would bring together software developers and leading customers with successful digital transformation experience in each industry. Today, over 500 companies make part of 36 industrial competence centers. Existing IT solutions are being improved on their basis, with new ones being created and implemented. This year, 57 new ICC projects will be launched aimed at developing software solutions for engineering calculations, lifecycle management of automotive components, and predictive analytics systems. Of these, 25 projects will receive grants from the federal budget.

On behalf of the President, the Government continues to create conditions for the transition of Russian organizations and key industries to the use of domestic software products. By 2030, 80% of companies should complete the transition. This year, a new national project “Data Economy and Digital Transformation of the State” was launched. It provides for over 50 billion rubles to stimulate the release of new developments and the introduction of corporate solutions.

The Head of Government noted that special attention should be paid to creating a heavy platform for the collective digital design of complex products. It is necessary to increase the connectivity of the domestic ecosystem of software solutions. To do this, it is proposed to gradually introduce requirements for the compatibility of application software with domestic operating systems and databases.

The Prime Minister stressed that all proposals and recommendations made at the CIPR-2025 plenary session will be worked out in detail with relevant agencies and companies. The Prime Minister also asked the ICCs to submit proposals on identifying typical significant critical infrastructure facilities in their respective sectors and on the timing of their transition to domestic software.

In particular, at the Nizhny Novgorod stand, the Governor of the region, Gleb Nikitin, said that the region ranks first in terms of support measures for IT companies, special tax incentives apply to them, and their products may soon enter the foreign market. Among the most prominent IT projects in the region are the Neymark interuniversity distributed IT campus, the Neymark IT Quarter ecosystem, the Nizhny Novgorod Data Center and the federal technopark.

Participants from Belarus presented labor-related solutions. Among them, a VR-based system for training personnel for the energy sector. In particular, Intermech has solutions in the field of design and production management. The PLM IPS platform, which allows automating the design and technological stages of production, was presented at the stand. The company is actively operating in the Russian Federation and cooperates with large Russian enterprises Transmashholding, ROSATOM, Ascon.

The Minister of Communications of Cuba, Maira Arevich Marin, spoke on behalf of the Cuban delegation. She thanked the head of the Russian Government for the opportunity to cooperate. According to her, cooperation with Russia is the most important for Cuba, especially in the field of telecommunications and computer science. Projects in the field of civil aviation were presented at the stand, an important part of which is the training of specialists by the Russian side.

During the tour of the exhibition, Russian companies, including ROSATOM, Aeroflot, Severstal, CSoft, Top Systems, Sber, T-Bank, Eurochem, Gazprom Neft, also demonstrated their solutions and developments to the Prime Minister.

During the day, discussions were held on personnel training in the field of artificial intelligence, import independence in the IT sector, digitalization of business and, in particular, industry, financial instruments, digital infrastructure and other projects.

The X conference “Digitalization of Industrial Russia” is being held on June 2-5, 2025 with the support from the Government of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the Government of Moscow and the Government of the Nizhny Novgorod Region.
